The short answer
Odoo CRM has no price of its own: it is one app in the Odoo suite, sold in three plans. One App Free costs nothing for a single app with unlimited users on Odoo Online. Standard unlocks every app for 24.90 euros per user per month on annual billing or 31.10 euros on monthly billing. Custom adds Odoo Studio, multi-company, the external API and Odoo.sh or on-premise hosting, for 44.90 or 56.90 euros. In the first 12 months, the users you initially order get a discount: Standard drops to 19.90 euros (annual) or 24.90 euros (monthly), Custom to 35.90 or 44.90 euros. All prices exclude VAT. Five users on CRM plus Sales need Standard: 1,194 euros for the first year on annual billing, then 1,494 euros at today's regular price. Odoo's implementation packs start at 499 euros.

Odoo's three plans
Odoo SA is a Belgian company, based in Grand-Rosière in Walloon Brabant. Its pricing is per paying user per month, with no minimum number of users stated.

The first-year price is a discount that Odoo says is valid for 12 months, for the initial number of users ordered; users you add later pay the regular price. Odoo also lists a Light User licence at 7.90 euros for staff who only record time off, expenses, attendance or similar, arranged through an Odoo advisor.
A paying user is anyone with access to the Odoo back end, plus any employee record in the HR app without a linked user. Customers and suppliers who only use the portal to see invoices or orders do not count.
What "one app free" really covers
One App Free is a real plan, not a trial: one app, as many users as you want, hosted on Odoo Online, and Odoo says it stays free regardless of the app's dependencies. If the app you choose needs other apps to work, you get those at no charge too. The limit is the word "one". Odoo's CRM app handles leads, the pipeline, activities and reporting. Turning an opportunity into a quote or a sales order uses the Sales app, which Odoo lists as a separate app. Installing a second app moves you to Standard for every paying user, and installing Odoo Studio or adding several companies to your database moves you to Custom.
So the free plan fits a team that wants a pipeline and nothing else. Once you want quotes or invoicing in the same database, budget for Standard.
Odoo Online, Odoo.sh or on-premise
Odoo Online is Odoo's own cloud and the only option on One App Free and Standard. Hosting, daily backups, upgrades and email support are included. Odoo states that databases in its Europe region run in data centres in France and Belgium.
Odoo.sh is Odoo's cloud platform for databases with custom modules. It needs the Custom plan, and the hosting is billed on top of the licence: Odoo.sh prices by workers, storage, staging environments and shared or dedicated hosting in its own calculator.
On-premise means you download Odoo Enterprise and host it yourself, also on the Custom plan. Odoo's configurator states that monthly billing is only available for cloud hosting, so on-premise is billed annually.
Implementation: Success Packs and partners
Odoo publishes prices for its own implementation service, the Success Packs: a block of hours with a dedicated consultant for analysis, configuration, training and data import. For companies with more than 50 employees Odoo points to local partners, who usually charge per day of consulting or development and do not publish a rate on Odoo's site.

The cost nobody quotes is filling the CRM with usable company data. Odoo's contact autocomplete runs on those prepaid credits. If you already hold hundreds of companies in Odoo, the Bizzy integration for Odoo matches them on the Belgian enterprise number, which is also the VAT number, and fills the fields you map with data from the Belgian registers and filed accounts. Per field you choose whether Bizzy may overwrite a value or only complete what is empty; it also pushes new companies, and it never touches deals or the pipeline. Five salespeople who need the pipeline and quotes. CRM plus Sales is two apps, so One App Free is out and Standard on Odoo Online is the cheapest fit.

Contract terms
Renewal. The agreement renews automatically for the same term unless either party gives written notice at least 30 days before the end of the term.
Price at renewal. If what you paid in the previous term is below the current list price, your charges rise by up to 7% per year of the previous term.
Extra users. Users above the number you ordered are billed at the list price for the rest of the term.
Old versions. A database on a version older than the three most recent major versions pays an extra fee of 25% of the annualised price, once a year.
Taxes and law. All fees exclude taxes. The agreement falls under Belgian law, with the Nivelles business court competent.
When Odoo fits, and when another CRM fits better
Odoo makes sense when the CRM is the first step towards one database for sales, invoicing, stock or projects, and when you are willing to configure it or pay someone to. Per user, Standard is modest; the real cost is setup and keeping a broad system tidy.
