Outsourcing lead generation in the Netherlands: what it costs, what you get, and when doing it yourself is better

Outsourcing lead generation in the Netherlands costs 750 to 2,500 euros a month with an independent specialist, 2,000 to 5,000 euros with an SME agency and 3,000 to 10,000 euros with a full-service agency, in each case excluding ad budget. Per result, expect 50 to 500 euros for a qualified lead and 150 to 750 euros for a booked appointment. What no agency sells you is the definition of a good lead and the knowledge of your own customer. Those two decide whether the money pays back.

What you outsource, and what you do not
"Lead generation" is an agency umbrella term for four services that have little in common. Ask which one you are buying.

What you never outsource: the choice of target group, the definition of a lead, and the first real sales conversation. An agency that says it "handles everything" usually handles the top layer and leaves the three decisions that determine the result with you, without you taking them consciously.
What it costs
The market prices come from two parties that sell lead generation themselves, so read them as guide prices rather than independent research. Searchlab (17 March 2026) quotes monthly fees of 750 to 2,500 euros for an independent specialist, 2,000 to 5,000 euros for an SME agency and 3,000 to 10,000 euros for a full-service agency, excluding ad budget (Searchlab, in Dutch). Per lead it quotes, by channel: cold email 15 to 80 euros, SEO and content 20 to 80, organic LinkedIn 30 to 120, Google Ads 40 to 250, LinkedIn Ads 75 to 350 and telemarketing 80 to 400 euros.
Leadworks lands in a similar range: 30 to 80 euros for content, 75 to 150 for LinkedIn, 100 to 300 for telemarketing and 150 to 400 for events and webinars, with a band from 25 euros for simple leads to 500 euros and more for decision-maker contacts (Leadworks, in Dutch, accessed 22 September 2026).
Convert it to the cost per customer. If you pay 300 euros per appointment, seven in ten show up and you close one in five conversations, a customer costs you well over 2,100 euros in agency fees before a single invoice goes out. At an average order value of 20,000 euros that is excellent; at 3,000 euros it is a loss-making model, however good the agency.
Five questions before you sign
What is the definition of a lead, in writing? A completed form, a downloaded document and a conversation about your offer are three different things with three different prices. Have the definition and the rejection criteria written into the contract.
Is the lead exclusive, and for how long? Shared leads are sold to several buyers and are cheaper for that reason. Your competitor then calls the same person on the same day.
Where does the data come from? The Dutch business register contains no phone numbers; those come from websites, directories or other sources. Under Article 14 GDPR you must be able to name the source if someone asks, even when an agency built the list.
Who may be called and emailed? Since 1 July 2021 a commercial call to a sole trader or partnership has needed prior consent, and since 1 July 2026 that includes existing customers; a BV does not. An agency that does not know that distinction will soon be calling the wrong companies in your name. The rules per channel are in cold outreach rules in Europe.
Who owns the list afterwards? Agree that the companies, contacts and call notes belong to you and land in your CRM. Otherwise you buy the same knowledge again after twelve months.
Choosing a lead generation agency: four kinds, and which fits you
"Lead generation agency" is an umbrella term. In the Netherlands four kinds of company sit under it, and they sell different things.
The calling agency. Calls your target group and delivers appointments. Strong when your product can be explained in one conversation and the order value carries 150 to 750 euros per appointment. Ask where the numbers come from and whether they know the difference between a BV and a sole trader.
The outbound agency. Writes and sends email and LinkedIn sequences in your name. Strong for a narrow target group with a long sales cycle. Ask for the legal basis per channel; a sequence to Dutch legal persons without consent is your company's risk, not the agency's.
The performance agency. Google Ads, LinkedIn Ads, landing pages. Fast and measurable, and it stops the day the budget stops. Ask for the cost per lead per channel, not the average.
The content and SEO agency. Builds findability that produces requests by itself after three to twelve months. The only type with falling cost per lead over time, and the worst to start with this month.
Choose on the question you have, not on the agency's references. A calling agency does not solve findability and an SEO agency does not fill an empty diary this month. And ask every type the same five questions from the next section.
When outsourcing makes sense
You have a bounded, temporary need: a new region, a new product, an event with a hundred invitees.
You sell to a broad target group with an order value that comfortably carries the cost per appointment.
You have no salesperson to run the first conversations and want to hire only once the pipeline is proven.
When doing it yourself is better
Your target group is narrow and the conversation needs expertise. An agency cannot credibly run the first fifteen seconds of that call.
The trigger matters more than the volume: a vacancy, a new director, a move. Tracking those signals and calling on them straight away is work for your own team, not for a call centre with a script.
You want the knowledge in-house. Every month an agency calls, the agency learns your market and you do not.

The hybrid that usually works best
Outsource the volume work and keep the judgement. Let an agency run the paid campaigns or ask the first qualifying question, but choose the target group yourself, write the definition of a lead yourself, and hold every conversation in which a company says something about its situation yourself. What you outsource then is hours. What you keep is the knowledge of where the next customer comes from.

What always stays my own job? Choosing the target group, fixing the definition of a lead and holding the first real sales conversation. Those are the three decisions that determine whether the outsourced hours produce anything.
