The short answer

Joint Committee 200 (PC 200), the Aanvullend Paritair Comité voor de Bedienden or Commission paritaire auxiliaire pour employés, is Belgium's catch-all committee for white-collar staff. It covers employees who mainly do intellectual work and whose employer falls under no specific committee, from IT firms and consultancies to wholesalers and advertising agencies. According to its social fund, it counts nearly 60,000 companies and 500,000 employees, which makes it the largest in the country. Its collective agreements set minimum pay scales in four job classes, a year-end bonus of one month's salary, an annual premium of 330.84 euros for 2026 and an automatic indexation every 1 January: 2.21% in 2026. The current scales are on the social fund's website and in FPS Employment's minimum wage database.

Who falls under PC 200

The committee was created by royal decree of 4 November 1974, and its scope has been amended several times since, most recently in 2014. In FPS Employment's wording, PC 200 covers employees who mainly perform intellectual work, and their employers, when they fall neither under a joint committee of their own nor under the auxiliary joint committee for the non-profit sector. Two consequences:

  • It is residual. A company ends up in PC 200 because no sector committee covers its activity, not because it chose PC 200.

  • It is for white-collar staff. Blue-collar workers of the same employer fall under a committee for manual workers, not under PC 200.

The social fund distinguishes more than 30 subsectors, among them car dealers, construction companies, call centres, consultancy, printing, garages, wholesale, advertising agencies, travel agencies, engineering firms, publishers, temporary work agencies and ICT companies.

Until 1 April 2015, part of this population fell under PC 218, the Aanvullend Nationaal Paritair Comité voor de Bedienden (CPNAE in French). PC 218 was abolished on that date and PC 200 took over its collective agreements, which is why the CPNAE name still turns up in older documents.

Why it is the largest joint committee

The social fund puts PC 200 at nearly 60,000 companies and 500,000 white-collar employees. It does not date that figure, so treat it as an order of magnitude. It is this large because it is the fallback for every employer of white-collar staff whose activity has no committee of its own, as is the case for much of IT, consulting and marketing. One set of rules therefore covers everything from a three-person agency to a large IT integrator.

The social partners negotiate a protocol agreement every two years; the latest covers 2025 and 2026 and is published with all PC 200 agreements on the social fund's agreements page. PC 200 has no general sector pension for its employees; the social partners are adding one step by step for subsectors where the blue-collar colleagues already have one.

Pay scales: where to find today's figures

The minimum depends on job class and years of professional experience, including with earlier employers. Scale I applies during the first year with the employer, scale II from one year of service. The separate youth scale was abolished on 1 January 2024. The starting points after the January 2026 indexation, as published by FPS Employment:

These are minimums for full-time work; many PC 200 salaries sit above them. For every step of experience, use the scales on the social fund's site or FPS Employment's minimum wage database, which applies indexations and agreed increases. The next indexation is due on 1 January 2027.

Automatic indexation every January

Since 2006, all PC 200 salaries have been indexed once a year, on 1 January. The percentage compares the smoothed health index of November and December with the same two months a year earlier, using Federal Planning Bureau figures. It applies to the minimum scales and to actual salaries. Employers may instead follow the indexation system that applies to their own blue-collar workers.

The social fund

The Social Fund of PC 200 (Sociaal Fonds van het APCB) is a fund for subsistence security set up on 1 April 2015. Employers pay a quarterly contribution of 0.23% of the gross wage bill, collected by the National Social Security Office and fixed until at least 31 December 2027. The fund finances:

  • Cevora, the sector's training centre.

  • Outplacement, entrusted to Cevora and free for the employer, unless the dismissal comes with at least 30 weeks of notice pay. Then the employer pays one twelfth of the employee's annual gross salary, with a minimum of 1,800 and a maximum of 5,500 euros.

  • Time credit and employment measures, and supplementary pensions for specific groups of employees.

Why PC 200 is a segment worth targeting

For anyone selling to employers, PC 200 is a list of companies with the same rules and calendar.

  • Payroll and social secretariats. Every PC 200 client needs the January indexation, the June annual premium and the December year-end bonus processed correctly, and a job classification that holds up.

  • Training. Companies with 20 or more workers must offer each full-time employee 4 individual training days a year from 1 January 2026, rising to 5 from 2028; smaller companies have lower averages spread over two years. Cevora, financed by the social fund, already trains PC 200 staff, so a paid offer has to add something Cevora does not.

  • Benefits and group insurance. Without a general sector pension, the supplementary pension of most PC 200 employees depends on what each employer sets up. The social fund notes that the 2025 federal coalition agreement aims for a supplementary pension with a minimum 3% employer contribution for all employees by 2035, but that no implementing rules exist yet.

With more than 30 subsectors, the committee number alone gives a long, uneven list.
